Wish I had this software you guys are using, Awesome??

Now see if this is possible .... In my sig go to the videos, then the second movie and at the end last 5 or 7 seconds there is a part that has me accelerating. The question is can I cut that part of the movie and make it in my sig as a moving picture?? Kinda like "drift is king" ? Maybe add a still jpg to it? Can I do this in windows movie maker?
