Will stuck IMRC always throw a code?

I just bought a 98 Cobra with an S-trim. The car makes 8psi but feels sluggish and like it takes forever for the RPM's to climb. If I had stuck plates or bad controller would it throw a code?

IIRC a bad controller will throw a code, but IMRC's that are simply gunked shut will not. I could certainly be wrong on this though.

Thanks I just reached behind the intake and grabbed the cables and I can feel the rods move so they aren't stuck.

Is it a non-intercooled system? Might feel sluggish because it's pulling timing due to ambient temps and humidity combined with high IATs on a safe tune.
