China just doesn't care. The Kerbal Space program has a better record.
Hell we haven't launched anything (until just a few weeks ago with spacex/flacon9, 8-31-20, requiring a "dog-leg" maneuver) into a polar orbit from Cape Canaveral since the 60's due to an international incident involving a first stage allegedly landing on and killing a cow in Cuba. Polar orbits were exclusive to Vandenberg AFB. SpaceX's capabilities and a fire near Vandenberg in '16 made the push for getting the capability to do polar orbit launches from the cape available again.
