What's the difference between strategy and pcm code?

I'm new to tuning and this is something I don't quite understand. Is the strategy a specific version of the tune and the pcm code specific to the hardware? Can all strategies load on to all pcm's(within same generation like copperhead)?

I believe the pcm code is a reference to hardware, and the strategy is a reference to software.
