Upper or Lower Pulley?

If you don't consider cost would you choose to swap the upper pulley or the lower. I am thinking lower is better to prevent belt slip. I know it cost more and looks like more work to install. What do you guys think?

Also once you got 450+rwhp/tq are gears (410s) necessary for better 1/4 mile times. I would think on stock tires you'll just smoke them up in 1st and 2nd and maybe even 3rd.

the shop I talked to wanted me to do the lower pulley because they said it would actually be easier than the top. There was another thread posted not too long ago that brought up some good points about going with the lower instead of the upper pulley, but I can't remember which one.
