I studied emissions standards in grad school and the whole process is a huge waste of resources. We are wasting tons of people's productive time when the better enforcement method would be to go after those vehicles that are visibly polluting rather than make someone with their 6 year old well maintained Camry waste an afternoon getting some unnecessary emissions test.</p></blockquote><p></p>
