I think the charges are lower to set the burden of proof lower for the prosecutor. Most times they overcharge for show, knowing it will be hard to prove; so I think the prosecutor is at least sincere in this case. But it has to get through a Grand Jury first, a GJ that police are allowed to attend and stare down the Jurors. This is just one luxury civilians do not enjoy and should be done away with for LE. No union should be able to negotiate extra constitutional rights for employees. This is a problem with public sector unions. I also mentioned the SOPs that may not be revised and still include choke holds and such. SOPs should be standardized by state; SOGs should be eliminated completely. SOPs should be made viewable to the public without court orders. And I am sure you know about , but forgot to mention police having qualified immunity as well. This should be done away with as well; it is fairly new and was to protect the governments from being sued while opening the floodgate for criminal behavior. What I hope..and probably you don't , is that each case like this makes it clear that the police enjoy too many protections from their committing actual crimes against the civilians they have swore to protect, yet are not legally obliged to do so; since their only duty, per SCOTUS, is to enforce laws. I.E. "serve and protect" is another vague claim. Even that slogan should be legally removed from their vehicles; it is a lie. Protections for bad cops will be dismantled over time and only bad cops should be concerned about it. If they are good cops, they ought not mind.
