That's a First. My '99 AZ Cobra does not pass AZ smog test

Whelp, 2 years has come and gone and its time to register the old Stang. Car has NEVER had an issue passing any smog test until today. They are telling me that system (OBD scan) is not recognizing that the cats sensors are working. Here is my set up

Magnaflow catted X pipe
Bassani cat back
mil eliminators
canned tune

Guy running OBD test said that AZ changed its software recently and cars like this have been passing for years are now failing. Is it as simple as pulling the MIL eliminators?
