Snow Tires - Tread Wear Question

I have Dunlop Winter Sport M3's on my car now but I have been a little to happy with the gas pedal at times and the rears have quite a bit less tread than the fronts, should I rotate them? I don't care about how long they will last just what is safer to drive with, more tread in the front? Or more tread in the rear?

It's recommended to have the better tire in the rear.

To simplify the explaination, you can turn the front wheels not the rears.
