Sorry, but I wouldn't advise anyone to be taken for $2000 dollars more than what the repair calls for. Just because you caused an accident doesn't mean you get taken to the cleaners so you can fix the other person's car and pay their rent at the same time. The shop is helping the other driver scam and I dealt with this same exact scenario with one of my exes. She bumped into a girl's car in a parking lot and wanted to settle it without insurance. The girl sent my ex an estimate she got never knowing I was an estimator and it was just like this. I called the shop that did the estimate for the girl and they said they just wrote it up for all the damage that girl told them, they didn't know the scenario. I told her she could come to my shop and I would fix the damage to the bumper that she caused and only that damage, but we weren't paying for what she was trying to get covered. From what I remember the girl never even followed through with getting it repaired because it was minor damage and her car was already a piece of junk.
What are you referring to? I didn't work for USAA. From what I see, this is probably a $1500 repair at most. I don't see quarter panel damage or tailgate damage existing but it could be a slight scuff which in that case no body work would be needed. If it can't be buffed out then it would be refinish time only. I highly doubt there is frame damage either.
