Taking off my cats was the cheapest, easiest, and by far the best mod I've done so far. I figure I've gained over 20rwhp taking them off and putting on the prochamber. Plus the sound is awesome. For those of you with occasional emission checks, you could save your old exhaust and switch it before the test. Doesn't take long, so it's worth it!
