PS burping procedure

Need some assistance on figuring out what I'm missing.
While I had some powder coated goodies thrown on I rebuilt my power steering pump for some preventive maintenance and now I have no PS or brakes.
I don't have any leaks that I'm seeing, there is no groaning sounds and I followed this procedure to burp the system.


I performed two sets of ninety cycles and I'm still without PS or brakes. Is there anything I'm missing or any hints I could use?

I know it has been a while..but did you get this resolved?
Some hose disconnected,,steering pump gone bad..hydroboost?
