PMs/conversations not working

I don’t seem to have access to the PM function. Is that by design? I don’t have the “start conversation” option when I click on a members name. Help appreciated.

So what is the required post count, and what does it mean to stay active? I'm guessing these requirements are to avoid bots or unsanctioned commercial activity, but I've made a few posts and demonstrated i'm not a bot, i'd just like to PM someone to ask a question- what's the utility in preventing that?
