I am in the process of swapping out my blower for a ported one, I pulled the lower intake off the car and on the bottom theres a fitting with a hose that Ts into other hoses that go to the valve cover. Can this hose be blocked off? Should I route it to a catch can?

Plug the lower intake. I believe its a 5/8 plug. Run -10 hose from each VC to a catch can. I used a Moroso catch can

I deleted mine as well. I just use breathers and no catch can

It's for your PCV system and goes to the drivers side valve cover PCV valve. The two member above are recommending deleting the OE system and doing a catch can (post #2) or exposed breather filters (post #3). If you choose either I'd go with catch can as there have been instances of open breathers making a mess of the engine bay.
