License plate question

Ok so my best friend put an eleanor kit on his 06 so he refuses to put on a front license plate......this is in New Jersey by the way. His dad is a retired LEO so he's been getting away with all kinds of things in that car. Anyway, he got pulled over a week or so ago, and was told he wasn't going to get away with having his neons on etc, anymore. My question is what is the penalty in nj for not having a front license plate, just out of curiosity?

hahahaha. are the neons a bit ridiculous? yes. is it still a nice car though overall? yes. why do you guys have to be so harsh? i mean, his dad has put alot of money into that car......

He got pulled over for the neons and was told he was getting a ticket for them/NO FRONT LICENSE PLATE/ other illegal things on the car next time.....so not really that irrelevant.

Now your post on the other hand, completely useless to the discussion. But thanks anyway.
