I stream full HD content with my wireless, I only occasionally have quality issues that are very brief, that is on wireless N 74Mbps on a business class AP. It supports wireless AC 867Mbps, once I buy an adapter, my HTPC will be running on that since my house is not wired for Cat5/6 :(. Also fiber is awesome, I have a local fiber company. But if you do stream HD over wireless I would say at a minimum make sure you have a good router with wireless N 150Mbps or higher, not one of the cheap >$50 ones, I had a $25 one that couldn't handle two PC's streaming youtube. Any modern PC would do, my brother does a lot of emulator stuff and he says his main limitation was RAM. At 4GB he said he was getting close to maxing out, so I would suggest 8GB. You shouldn't need more unless you plan to play modern games and plan on adding mods to them. I know when GTA 5 comes out, I will be glad my HTPC has 12GB because I am going to mod that game like crazy.
