First off unplug the Foglight harness and see if your Headlights work correctly, low beam, high beam flash, high beam on. If that works then your issue is with the Foglight harness. If not swap the 2 outside pins on the relay harness connector that goes to the stock headlight harness. Morimoto relay harnesses come pinned incorrectly for Mustangs more often than not apparently. When you look at that connector on the relay harness there should be 3 pins/wires, try swapping the outer 2. You can remove the pins with a pic, cant recall what the colors on these are and they may change depending on who makes the harnesses. Be very careful when you go to plug the harness back in, these pins are flimsy and you can miss one and still seat the connector. The stock drivers side harness is wired as follows. The center is ground (pin 2 black), pin 1 light green/black is HI, pin 3 dark blue/light green is LOW. If you have a voltmeter you can check for 12 volts when the switch is in HI or LOW to make sure that side of the circuit is working. Also check the fuse in the harness and give the relay itself a few good whacks with the back of a screwdriver, they can stick from time to time.
