I need some advise on a cracked concrete retaining wall in front of my house before I sign off with the insurance company that is paying for it.

I'm not a Geotech Engineer, but I am a licensed Civil Engineer, what're your questions.
I need someone to take a look and the pictures I have of my concrete retaining wall to possibly tell me how it was built. The only estimate I got was from IMO a mickey mouse guy who bragged more about the jobs he did last year instead of my wall.
I dont want to sign off to Geico for the money and then hire someone to do the job only to realize that they were thousands of dollars off on their estimate.

Frankly, it sounds like you're talking about making sure the insurance company will cover the cost to repair it. If that is the case, you should be talking to a contractor not an engineer.
I'd recommend calling a few contractors to come out and look at the wall and then give you estimates.
