I ran into my painted wood garage door frame with my Ma's Buicks plastic bumper, its not horrible and it doesnt look as if there is any major scratching/gouging into the plastic bumper.
The garage paint is just stuck onto the Buicks paint and very hard to remove,
you can slowly peel it up with your fingernail. I believe its oil based paint.

I was thinking of trying a rubber eraser wheel used for removing letters/signs off the side of the vehicles. I know these eraser wheels leave little swirl marks and I was hoping to maybe get that out with rubbing compound.

If anyone could give me some advice on how to get this fixed up it would be much appreciated.

I hate to fall back on the overused "just clay it" recommendation, but it makes sense here. A clay bar will take that paint off without leaving any swirls behind.

Claybar for sure.

I'd stay away from paint thinner (or like-kind product) as it may harm/crack/craze/discolor the plastic; or chromed plastic surfaces.
