I would say when the car was repaired they used a skim coat of bondo and it has cracked etc. This can be repaired by a body shop or just wrap the roof in black vinyl which I may end up doing. The car is in a covered area as well as it sits. With a few hours of bondo and sanding I would say it would be smooth as silk again. Vinyl wrap or repaint and call it a day.
