Explorer hood paint bubble

Hey guys, I have a 2013 explorer sport and the paint has started to bubble again on the hood. Yes, again! I had it fixed once already and thought maybe....someone on here could shed some knowledge to remedy this. I thought, maybe a 3M clear bra???? Anyone have anything for me? Thanks!
