I am having trouble with my electric fan, is it supposed to have two speeds because when my car turns on the fan turns on as well at a slow speed and once the car gets hotter it never kicks in a higher speed and carrys on to getting hott.:??:

In the stock tune, here are the fan settings:
Low speed fan turn on: 208*
Low speed fan turn off: 200*
Hi speed fan turn on: 228*
Hi speed fan turn off: 224*
Low speed fan turn on: 208*
Low speed fan turn off: 200*
Hi speed fan turn on: 228*
Hi speed fan turn off: 224*
