Is there a particular reason you want to run 28" tall tire? You should e fine with 26" tall tires unless you have high hp..

Did you need to roll them or were they already rolled?

I feel like they are a tight fit, gonna be harder to set up the suspension so it squats and doesn't sit on the tire without making room around the fenders

I had 28s and they were 325 wide. If I go straight there was no rubbing but as soon as I take a quick they'll rub lol but it was too close for confort to the fender..

Those same wheels/tires were on my car as well.

I had my fenders rolled..but where they were rubbing while I went over any bumps were on the inside of the fender well

But that was mostly because they were 325s..lol

My fenders are rolled and the tires still rub a bit with 28x12.5x15 ET Streets
I think if they were 28x11.5 they might just clear.
