Unfortunately only the big dogs will have the funds to make these investments. I'm sure a lot of smaller performance shops are very worried about their futures.

It will be big dawg only club for stock ECU tuning, absolutely.
Then you will have the big dawg/boutique aftermarket ECU options since they're not considered as "defeating" emissions devices.
You may want to rethink your "defeat device" definition.

There is a legal limit that can be sold legally. If you need something stronger then you have to meet Mookie on the corner. If anything tests too strong, then it must be tagged and locked in a safe. Then the feds come and pick it up.What does that mean exactly? Like the THC content can only be so high? Or does that mean if it says 20% THC ur just verifying that the customer is actually getting the 20%?
