Dash air vents won't work

Defrosters work. But none of the dash vents work? Also. After warm up.. If you give it a little bit of gas. The RPM goes to about 2k and stays there for roughly 8-12 seconds. Any suggestions?

There is a grey vacuum line that runs down along the fire wall. This is the general cause of the air vent issue.

Okay I found a hose that wasn't hooked up. But I'm not sure if its the right one. The one I found was disconnected from a box underneath the throttle body. It has a harness hooked into it, and it had one hose already into it. This box had a open nipple on it and I hooked the loose hose into it. That hook up was the only thing near the loose hose.

It was emitting an exhaust type smell. And it was moving air out of the hose. Some type of EGR?
