Guys, Been talking with people who have actually done this. As I've been told, the 2.3 Ecoboost is a pretty clean engine to begin with. While no company has gone through the trouble and expense of getting CARB certification, cPE's downpipe, when properly tuned, easily passes the sniffer test. One company (I'll let you all read up and find which one) says their downpipe is "CARB compliant". Which means it isn't certified, but a few people have installed and tested it and, with a tune, it passes emissions. Bottom line, if the company is using a quality hi-flow cat, it will probably pass emissions with, and this is important, a proper tune. This doesn't surprise me, as I have been building and tuning for clean turbo installs since the late 80's. My last 4 cyl turbo, a PT Cruiser Convertible controlled by a MOPAR Stage 1 computer, easily went through NJ emissions with a NeedsWings catted downpipe, which was the final piece to put it over my 300 RWHP target. I'm getting a bit too old now to be constantly buying, swapping and testing parts, which is why I was hoping to find some people who have already spent the time and money to figure it out. Well, looks like it will be a fun summer making the last mods to the convertible. I'll keep the forum updated on how everything works out for me.
