boost acuator

i tried searching but cant find a answer. my acuator is in the down position at all times. the pink hose is on the front and the black one on the back. i have the boost bypass mod so i thought maybe that was it. checked all the connections they were good. i took the pink hose off the bypass and put it back on that sensor or whatever it was on from the factory and still nothing. the black hose it going to the boot on the intake. is it possible the auator is bad? i tried adjusting it thinking it was in a bind but it wasnt. i raised it off the stop and it will move about 1mm when i hit the throttle? what am i missing?

i loosened the two bolts holding it on so it could slide freely then started it. the arm jumped up like its suppost to. when i tighten them it stays down unless i push it up. it will stay in vac. till i blip the throttle then it sticks in the down position. it will go back up with help but is it posible its worn out? its reading 20psi vac. at idle.

really i thought it was the other way around it sat on the screw when at idle and jumped up with the throttle..

so i got the acuator working but now it is only reading 12psi vac at idle? with the boost bypass mod. if i hook it back up normal it reads 20psi vac? is that normal? or is it leaking somewhere?
