Riverside Sheriff stopped a few fellas I know about 2 months back. Under the cover of "safety inspection" they made them open their hoods. They do it under threat of impound. Once the hood was popped open, they ticketed the vehicles for engine mods and on the back of the ticket were a LEO can normally sign off, it was tagged for STATE REF sign off only. here is the thing. The Sheriff used "modified exhaust" as PC to make the stop. My feeling is that its a large leap to make a reasonable conclusion the car is unsafe for road use due to exhaust to conduct a "safety inspection" Call it what they want, but its a search. To make it worse, i spoke to some of my LEO friends. I asked them about this and they said that DOT trained/certified LEOS can make the call for a safety inspection based on loud exhaust. Its complete horsecrap. I spoke to one of my Sgt friends with LAPD that is DOT trained/certified. I asked him if he would pull over a group of ferraris or lambos that have loud exhaust. He said he would not stop them for exhaust only. He also even if he did have some other PC to pull them over, he would NOT do a safety inspection on an exotic based solely on exhaust or some other weak reason. Why? because the exotic guys would make that nonsense go away in a heartbeat. Its getting really bad in CA. Without getting the politics involved, its clear the state wants the common folk out of cars. Obviously elites will always have their toys.
