Im not sure how that process works but have a dongle I dont use anymore, would be open to looking in to it.

I don't think they can transfer. I tried to do that years ago and they said no. Things might have changed over the years but I would check before I buy one from someone. What if you need to buy box codes? You might have a problem if you're not the original owner.

If you haven't used it in a while, you'll probably be locked out if you didn't take the mandatory training last year. I'm not sure what OP means by "full suite" either. Pro Racer is a single data base for a car you need to prove you own. I'm not sure how the dealer system works for tuners with access to everything.

Probably just better off buying new. Make sure when you take the SCT test you submit for research and development that way you have access to ALL the parameters in the tuning software. If you don't have a xcal 4 allready there are a couple awesome tuning options other then SCT that let you tune in real time.
