4lb lower not concentric? Anyone else?

I just installed a quick change 4lb lower kit and noticed that the lower while being spun is not fully concentric.

I took a video but it is to hard to see.

The bolts are fully torqued to spec and installed properly.

Has anyone else noticed this with a lower quick change kit?
