Smaller throttle bodys or putting in restrictors are a common method of equalizing horsepower in racing series with different displacement engines. IMSA and the FIA call it BOP "Balance of Performance".Don't know for sure, but it could be due to rules or waiver requirements. They almost certainly had to seek some sort of accommodation to run the larger engine, and there are likely many, many, many regulations they need to adhere to.
