08 6.4 superduty constant overboost

I have an 08 powerstroke with low miles. Recently when barley touching the throttle, the psi shoots way up. It absolutely will not give unless I let off the throttle. Still has plenty of power. Along with that problem I am having an idle issue. Truck runs normal for a few mins before you can see the rpm climbing to past 3. And i know this will sound crazy but when I touch the break it seems to let go and idle normal once again. Any ideas?

If this is at first cold start of the day in below 35 degree temps it is normal for the engine to climb in idle, not to 3000 rpm though. Touching the break does make the high idle stop in 7.3 and 6.0 also
