04 Cobra with block heater?

A friend of mine has a lower mileage, semi-stock 04 coupe that he is on the fence about selling. After checking it out for a few minutes, we noticed what looks to be an oem Ford block heater with a heater plug behind the grille near the passenger side of the vehicle. Has anyone else seen an 03-04 with one of these? Was it an option for cars heading to northern states.....North Dakota, Alaska, etc.?

Probably sent to a northern state, or more likely alaska. Typically in alaska, you'll see a block, oil pan, and battery heater. I only know because I was stationed there for a few years. The battery and oil pan would be easier to remove so maybe that's why you only see the block heater. Not sure how they do it in other northern states

Northern states plus Canada, and also a Ford Accessory add-on.
