I've RTV'd the entire outside and did an underwater bucket test. I have to take the housing out bi-monthly it seems and dump out 1/4th cup of water from them. I've put di-electic grease on all the gasket surfaces for the bulbs and the vent hoses. The only possible and likely way at this point...

Look at the water, it is very muddy. Also it appears that the water is half way up the trees. I'm guessing that this was a flood and there was a strong enough current to tip the boat to clear the bridge.
