While you are correct that 170 stands for 170 proof fuel (E85), the info Dodge released states that the car will make the full 1025 hp with any ethanol blend from E65 and up, good news for those running pump E85 as it is often under 85% ethanol.

That's in the same neighborhood as my Redeye when it was stock with a drag pack, low 10's is not a problem in these cars on a good track with decent weather.
I'm not surprised to see the GT500 pull on the Redeye up top, the GT500 really excels there, where the Redeye really shines is at the drag strip on a tire, a stock GT500 just can't get out of the hole like a Redeye on a tire and falls behind.

This is my quickest pass from this past weekend, all 5 of my runs were in the 10.20's that day with trap speeds in the 132-133 mph range. Only mods are Weld beadlocks with Et Street R tires, front skinnies and a catback exhaust.
As others have mentioned, he was reeling you in hard and then let off. If that is a Redeye, as it looks to be, then it could trap 130 + mph stock, you did well if you kept it close.
