But now my idle is at 1100 rpm. Should I back it down to .98 ? What should the proper idle be?

I'm getting about 7-10 mpg on fairly non aggresive driving, and the performance doesn't seem to be there. I have only owned the car for about a month so I don't know it's history. What's the most likely problem? Thanks in advance.
