It could just be seized and drawing too much load.
Try unplugging the pump and then jump the relay. If it still blows, you have a power wire touching ground somehow.
If not, it’s the pump seized or shorted circuit internally. Either is just a new pump. Could try and reach into the pump...

Check the fuel pump fuse and if there is power across it.
Check the inertia switch.
