My one friend's family tried a similar approach with their dog who kept jumping on people. They tied huge metal weights to its collar to weigh it down. Aside from the issue of having this large dog dragging around metal weights with reckless abandon and maiming people, every time it would get back to jumping, they would add more weight. What they didn't realize is that they were inadvertently weight training this dog. When they took the weights off, they had a 100lb lab that no longer would just jump up and put its paws on people, it could practically launch itself into low earth orbit.
