No fuel seems most likely - can you hear the fuel pump Come on with key forward (only powers up a couple seconds)? If not is the theft light flashing rapidly? Also push down on the fuel pump crash reset in the trunk - driver side wheel well

Check the valve on the pass side fuel rail - is there fuel? You can get a rag and press it down with a small screw driver.

I’d vote fuel pump or pats but of course could be a fuse, relay, etc..

I don’t hear the pump when I turn the key , I hear the click in engine compartment only. Could the pump just go bad randomly? Ran fine last time I drove it

Yep, electrical things kinda tend to do that. Probably easier with a helper but I’d check voltage in the harness coming out of the fpdm while cycling the key - if you’ve got power pump is gone.

Its the fuel pump. Check the fuse to be sure it not blown but its most likely the pump itself.

Just replaced mine. 1999 cobra.
It was intermittent for some time...rubber mallet thumps to the tank would bring it life until it didn't anymore.

Its not all that bad. Gotta drop the tank though. Hopefully its less then full. Walbro 255 is fine. Not sure what your mods are or future mods but go bigger than stock if going FI. When mine went out i was going FI anyway. Just went with a focus SVT pump because i got it dirt cheap BNIB. Plus my tuner was happy i went with it.

You can drain the tank with a flexible siphon on the passenger side vent hose..bottom right (front most) hose clamp on the tank .
The only real hard part can be getting at the fuel filter...removing the passengers side irs tie rod helps a bit.

if I check the fuse under the hood and it’s coming back 10.8 volts but battery fully charged. What does that mean?

I would compare against battery voltage to be sure but honestly I dont know. By checking the harness after the fpdm (simple power/no power should be sufficient) you can immediately determine if the fuel pump is bad or not.

what’s crazy is battery 12.3 volts, then checked fuel pump fuse 10.5-.8 . Then checked next fuse for horn . 12.3 volts.
Checked harness by tank 12 volts . Is there something else to check or I’m missing ?

Could be a bad ground. Clean ground cable where it attaches to frame, engine, etc
Clean or swap fuses and relays, check again.
Check ground off fuel pump inertia switch, too.

You guys won’t believe what happened after checking all connections , cleaning them and all. I decided it was one last test to prove there’s a bad fuel pump. After unsuccessful cranking again.
Spray some starter fluid in the throttle body..
She started and while I waited for it to stall , it didnt shut off.. ran very smoothly ! Got a CEL code P1233 , cleared the code . Ran 10 minutes more smooth. Shut it off... started right up after a couple minutes. It’s like ITS CURED no CEL Again.
what a phenomenal thing
Only thing I did between my last drive and when it wouldn’t start was disconnect the battery , when I re connected it gave the issue with starting.
I will try and fire up the car tommorow if it runs and drives ok guess we’re good

Your pump is on the way out. It'll probably run good for a bit, then give you the same issue. Went through that on a V6 Mustang.
