Sacramento Police Officer Question

If this is illegal, please disregard. Trying to see if local Sacramento Police officers in here can legally help. We purchased a rare 93 Pre-Production Cobra and trying to track down this first owner (Alex T) after Ford sold it in 93. I’ve found few people on FB but don’t fit the possibilities. I found one guy on LinkedIn with unknown location, and no response yet. Google shows the names in the attachment below.
Any other pointers in legally finding this guy?

I’m trying to find out if he was one of the Ford Executives that drove it around CA for displays, was the next recent owner a Ford Executive, and what testing was done with the Emissions and new High Altitude package.

fyi, any leo could get the info, however, a dob would help greatly. That being said, you aren’t going to find any leo that will provide this person’s info to you...

Its actually a Felony for a Police officer to use NCIC to locate an individual for personal use.

If u hire a Private Investigator they will be able to help u track anyone down and there are websites that offer similar information but a Police Officer unfortunately would not be able to help u via his mobil terminal as he has to put in a REASON for the search.

Trust me plenty of cops have lost their jobs violating NCIC rules like running plates of cars in Ex-girlfriends driveway or simply running a plate cause a friend asked them to. Most ppl just aren't aware of the consequences which is why they ask the Police often for help like this.

Definitely go with a licensed private investigator. It was interesting how much info they can find legally.
