Get your mother in law to cut it, or ex-wife. Maybe take out a quick life insurance policy on them first. Just in case something "tragic" happens .

Could be also be fire alarm. Call the utility. I deal with this all the time and it’s never worth the liability.

Yes you can cut it. I cut mine as well when I no longer used phone cable as it hung lower than the others and was bothering me. Just cut it and laid it next to the pole. Telephone is low voltage. Good way to know is by the size of the wire. There are 10 to 16 strands of very small diameter wire in that cable wrap. All low voltage.

Small wire means low ampacity not low voltage. Think about a tazer. But yes this is low voltage.

Since it belongs to a utility company- you might be committing a criminal offense by damaging their property...Just a thought
