Not necessarily. My testing routine used to be flash to stock, one start, drive 40ish miles canyon to freeway then it would all set.

When I had this issue, flashing back to stock was not the goal or an option, resetting the monitors & passing inspection was the end game.............This is some generic information on monitors:

I went through the same thing last year as I got sent to the state ref. What I read and worked for me was driving on the highway for 15 minutes at 55-65mph (without touching the brakes) and coming to a complete stop again without touching the brakes. I chose an exit that was uphill and pulled over to the shoulder while using my hand brake. Hope this helps

I bought the mil illuminators and still won’t complete. I can’t believe how crappy bassani is these days. Is there a difference between the plug In and the new screw on type fooulers. I’ve had mustangs like I said since 1997 to 2008 with bassani and borla And never had Any Issues with cats not completing. I don’t know maybe the cobra is sensitive to them or bassani just sucks these days with emissions and magna flow has better and I heard the green cats from

Not sure how they work on Ca but here in Ohio if you have collector plates you don't need to to do the smog test.

Also, you can try buying a set of 02 defoulers and see if that gets the cat monitor to set.
Which ones the score on one of the mil plug ins

Sorry iPhone auto correct. I got the the plug in harness ones and it didn’t work. I was asking which ones are you talking about I know they have the screw on ones as well that goes between the pipe and the o2
? Not sure what you are asking.

My readings are

bank 1 sensor 1 0.73
Bank 1 sensor 2 0.03
Bank 2 sensor 1 0.32 to 85 It will bounce from 8 to 83 bandn2 sensor 2 is 0.04 volts on steady 1000 rpm idle

Long term
Fuel is -6.2 and 5.5


The only thing I see is weird bank 2 sensor 1 on live freeze data keeps switch to on and off
On my diagnostic tool reader

the volts are pretty high in both first sensors the mil illuminated the back ones but front are still rich and it’s all back to stock except the boost a pump modular is still running.

I had these on before. Following what everyone one else did

these gave me codes instead of removing them

I recall reading some use spark plug foulers

I was going to suggest the “mini CAT” type defoulers. They generally work well, but it depends if they do a visual on the underside in CA. I haven’t inspected my car in many years because I failed in MA, not because there was any emission problem, but because of the aftermarket tune! The computer flagged me to go to a ref just because I wasn’t running a stock tune. Normally MA allows 1 sensor to be not ready, but because I was flagged, ALL have to be on. I tried several times and kept going back, but finally just said “screw it!”, scraped the rejection sticker off, and never went back. I only drive it a few hundred miles per season anyway, so never had any issues getting pulled over luckily. Just drove it down to my home in GA, where there is no testing to worry about anymore!

OP, best of luck. It can be a literal nightmare dealing with this stuff once you start modding, and I definitely feel your pain!

I guess Bassani is just junk these days compared to before​

Nope not junk, they just don't remove enough emissions to trigger the rear 02's. You may be able to pass with the 1 monitor not ready.

But I’ve had the same setup on 14 mustang saleens and cobra since 1998 and never had monitor nor compete there quality must of changed for sure because you don’t have this issue with magna flow true x night flow. 216 more then enough to set the monitor I think. I don’t want to put anymore miles until I get the foulers delivered snd see if that will help if not I’ll just get the kooks green setup. I can’t find factory cars and I’m sure it gone be pricy too

I ran the exact same setup and tune for 10 years and never had a problem. Rollers, odb2 didn't matter I passed. All of a sudden last year I went and they said no bueno. Luckily all I had to do was drop the stock tune in and I passed... Even with my hi flow cats thank goodness.

Moral of the story is that in my state, things changed. Hopefully down the road emission testing will go away entirely. It costs the state a lot of money for the few cars that are a problem. I know in Ohio their are constantly talks about doing away with the program.

So with my Mach 1, I went through this quite a bit on monitor resets. My driving routine was clear codes, warm up and drive 30 miles or so on highway. Then take it on lower speed roads (stop and go). But... turn the car off a few times on the trip with stop and go (say 6-8 times). I would just pull over and restart it with the trip. It is not just about miles. Needs different driving habits. Total was around 60 - 80 miles when all monitors were done (no more p1000). Then I would run and get it inspected.

But... not having the monitor complete (P1000) is not the same as it tripping OBD codes for cat issues in all of this. If the cats are out of spec during the monitor runs within P1000, at the end you get a OBD II code for the issue with the cats (likely post cat out of spec code - I forget the numbers). If I kept having issues, I would consider spark plug defoulers as others mentioned.

The funny part is it’s all back to stock with stock tube except the cats are high flow and I have the eliminators on the as well and no codes. Just the cat monitors won’t set and I never had a issues with magnaflow high flow cats. This bassani is the only one causing this. I don’t know what the voltage needs to be on the monitors but the eliminators should taken care of it. Again I never got codes except the p1000 maybe I just need to keep

New ford motor o2 just for the hell of it and since then all set except cat. So frustration I don’t really enjoy driving this car every day for this reason it’d annoying

From my understanding mil eliminators will keep the cel from coming on but won't let the cycle complete. The defouler will trick the 02's and let the ecu complete the test.
