I have a 03 Sonic Blue Cobra and I need to get it dyno tuned.I live in the Milwaukee Wisconsin Area. Any suggestions on where to go? I also need my fenders rolled so any suggestions would be appreciated!

Find any dyno and have it remote tuned. Its pretty much the way its done these days.
My experience in Wisconsin is.... take it out of state to a rep tuner ( someone (familiar with the setup) or remote tune as stated. Lund Racing, ect.. I gave up and tuned my own. Something else you might want to look into.
It's probably farther than you want to go, ~6hrs, but DB Performance in Rogers, MN (Twin Cities) is very good for tuning.
You are close to Mike Post in Hampshire IL hes one of the best in the country for terminators.
