It snaps back when I open it. I did hook a line on it and sucked on it. It wouldn't open much but I saw the arm move. If I open and release, should it snap back or slowly close?

Positive spring pressure to the closed position is what you are looking for.

With the vacuum line reconnected, start the engine and let it idle. Look at the bypass valve actuator. Is vacuum holding it open?

Ill check it out when I get home but there was definitely positive spring pressure to the closed position.

Well I checked the actuator and seems to function properly. I did my datalogs today for Mike at VMP and I am not sure if it was my anticipation or if the TVS is THAT much better but the butt dyno was insane! Obviously, second gear was tough to hook but top of 2nd and 3rd gear scared me with how much more torque I felt. Funny enough I pulled up next to a 2020 Hellcat Charger and in our limited run (Maybe 500 feet) once I powered through the wheel spin, I was beginning to creep away. All in all, the TVS is great so far. I noticed the boost reached 15lbs and possibly higher when I the traction control wasn't screaming at me. Very please with the install and the help of a solid tuner. Thanks for the comments.

A word of advice on traction control. Don’t use it, ever, unless it’s raining. I’ve seen more than one owner with power upgrades forget to turn it off and it induced a spin, totaling the car.

I’d love to hear any counter arguments but in my experience the computer can’t seem to keep up with modified power levels. TC is also hard on the clutch as it applies brakes rather than cutting power.

If your control arms are set up right - which I believe they are stock if the car’s not lowered - these cars will track straight under wheelspin so TC is unnecessary IMO.
