yes they can, and they will ....your car better be BONE stock
must have all cats, no off road pipes
must have stock intake or CARB intake
SC must be stock or CARB
might as well flash it to stock tune
no smaller pulleys
no aftermarket throttle body
monitors must be "cleared" and ready IE drive the car for 150 miles AFTER the battery is reset

I am in the same boat, so are some Gen2 Lightning owners.

My guess is they somehow identified these cars as a group that is more often than not modified, or found some history of these vehicles passing through shops that have been busted for illicit smog tests.

I went through this with my Cobra last spring and it was a nightmare! I fixed the issue bot because I did the repair myself at the Ford dealership I worked at they wouldn’t even retest it. They wanted paid receipts, I finally got into a pilot program. It was a dongle that I plugged into my car and drove with it for two months. When they finally cleared my then I could get it smoked at a star station, it was a huge hassle. Good luck!

No they don't. The closest are the road side smog stops that you can decline. But then they probably mark your plate in a registry.
There is such equipment. Whether it is used in California or not is a separate issue. Hunter equipment makes it. It was on the market at least 5 years ago.

what about if you have an antique car or something over 25 years old? Is there inspection requirements?

California also decided that diesels are exempt from the 6 year no smog for new cars. I really hate idiots that brag about rolling coal.

I think the cut off is 73 or 74. Anything older doesn't need smog checks. But then there's different rules for kit cars I think.

The counties are in very rural areas away from the population centers. Those of you who don't live here think we all live near the ocean, and 99% of the population does live on less then 10% of the total land in Ca. One percent of the population has the other 99% of the land and no smog problem. Ca. is a beautiful state it's to bad the libs ruined it.
