For everyone who has been swindled by this guy here is what I would do if this POS ripped me off. Get a list of everyone who has a claim against this guy, pool your money, find him or hire someone to find him. Once he is found hire a lawyer or take ALL your complaints to the local PD and get them going on this.

Together you are strong, just one guy here and there trying to pursue him he wins every time, until this happens this thread will never end. And lastly whatever he owes you your just going to have to write if off as I'm sure its all gone and his promises to pay is just lip service and he just figures your going to give up and go away.

Sorry to say it, but everyone that has been ripped off by Billy is not going to see a dime of their money back. Let me tell you why:

He stole my Mustang back in 2006. He said he forgot to pull my car into his shop in Turlock Ca. and someone stole it. He even made a police report, which was his 1st of many mistakes. Well after two years in court, and my persistence, he filed bankruptcy, but forgot to mention his legal issues with me (Billy, you stupid idiot). Anyways, I was awarded 24k. My lawyer couldn't prove theft, but gross negligence was a no brainer.

Him and his lawyer said if I ever speak about him on any forums, they would counter sue me. Well here I am Billy, I KNOW you remember me. I haunted your dreams for awhile didn't I? LMFAO!

Billy paid me back for the first three months, then never a penny sinse. I stopped caring and stopped trying, because my Attorney said it best, "he's a F***ING snot nose loser that has nothing, owns nothing and never will! which means you will never get your money!" He was right. We never went back to court because it was becoming a waste of time and my money.

Shortly after, he started "Vindicated Tuning". Really? should have been "Convicted Tuning". Now he's stealing more customers cars!

I'll always feel great about bankrupting him though!!!

For those that are in the position that I was, and you need help bringing Billy down, feel free to reach out to me.

Hi Guys,
I'm new here, and thought I would join to share my experience with Billy Rollins. i know this thread is little old but I figure it wouldn't hurt.

I had a 1991 Ford Mustang GT in 2010 and got Billy's number from a guy at Bell and Gaines Speed Shop in Modesto. I had contacted Billy to discuss putting a 347 stroker in my car. I met with him and discussed the details and looked at his shop and felt comfortable after talking with him. He introduced me to his dad , who was helping him install a motor , and his shop was pretty full with nice mustangs. I decided to pull the trigger, and a couple days later I gave him $4300.00 for parts, and labor was going to be paid after the job was done with a estimated dead line of 8 to 12 weeks. Along the way we discussed putting a shift kit in the tranny, and I had my wife run $600.00 to the Ford Dealer in Turlock where he worked. I also gave him another $400.00 because he said the part money was not enough, as the Callie's crank cost a little more than he expected. As you all know the deadline was not met and what was supposed to be 3 months turned into a year. I got excuse after excuse, and when I finally got fed up with it , I went to pick my car up only to discover he wasn't even there any more. I called the Modesto Police Department to file a report and they said I couldn't report the car stolen because I gave it to him voluntarily. I was still in contact with him and he told me he has the car at another shop and was working to finish it up. He then sent me a pic of his head covered in blood and said he got into a bad car accident, but after reading this forum I'm assuming that when somebody bashed his head with a pipe. In August of 2011 my wife and I took a trip to Texas, while I was there I got a call telling me the Mustang was dumped in front of my Body Shop in Atwater. After I came home the first thing I did was go check for my car, and it was there. Billy Never even touched it, nothing was ever worked on. It looked like it did the day I drop it off. I was still talking to him at the time and he was texting me from a number with an area code from Beverly Hills, CA. We were supposed to meet up and he was gonna give me my money back, but 10 minutes before we were supposed to meet, he texted and said somebody wrote a hot check to him and he did not have the funds to pay me back. Thats the last I heard from him. I WOULD LOVE TO CATCH UP TO THIS DUDE, OR EVEN GO THE LEGAL ROUTE. IF ANY ONE HAS ANY NEW INFO PLEASE LET ME KNOW!!!

I think he does this for sport.....he likes dangling the idea in front of you that you may finally get paid and then he pulls the rug out from under you.

I'm really shocked no one hired a private investigator to find him.. One thing that doesn't change is social security numbers, which you can get with a PI.. Then you can file a class action lawsuit and bring up criminal charges, as there was intent to steal and wouldn't be hard to prove in court. This is the route I took with a certain shop. Didn't need to higher a PI though. I found him through the internet and sent emails. He was looking at doing time.. Something to think about for everyone that got screwed over

Is this the same William Rollins who now works for Whipple?

It would seem an amazing coincidence that this guy with the same name would surface in the community who is also living in the SF Bay Area.

If that's the same guy, at the very least, I think it's only right his employer ought to know about this guy's past.

Same guy from what I understand.

The exact same name living in the same area of the US in the exact same line of work seems quite a coincidence.
I have been told by those outside of this forum that it was the same guy, though I have no first hand knowledge.
