This stuff happens all the time where I live. The MLK Rideout is a big thing every year. The other week I was headed to a car show with my daughter when a bunch of these guys passed us and then just stopped in the middle of the intersection, almost causing multiple accidents. Luckily I was used to this and slowed down and hung back. They ride on the freeway, toll roads, crowded city streets, anywhere. It happens at all times of the day.
