I am having a kenne bell 2.2 put on my car in a couple weeks and have a few different pulley options to run. I am either running a 3" upper with a 2lb lower, or a 3.25" upper with a 4lb lower. Not sure if either setup would yield any difference, but I have read a lot of contradicting opinions on whether or not lower pulleys give more torque than boost from upper pulleys. Any input is much appreciated!

Those combos should probably get you 18#. You should be ok on 93 with not too aggressive timing.

Either setup shouldn't matter. They are about the same. I run a stock lower and a 2.76 on my KB2.2 with no belt slip.

2.2 here with a 3" (17psi per the chart on KB's site) on the blower and a 2# lower on 93. No issues here either.
