03-04 Cobra conversion- Strange issue with HEC /Gauge Cluster

While chasing down my fuel pump issue I figured I'd post on another issue which could be related but haven't been able to map or trace it back.
So my gauge cluster, when I turn it on to position 2 only "some" of the lights and functionality appear to engage.
Only when I push the clutch pedal down and attempt to crank the engine does all the functionality appear to turn on the cluster. Maybe related or not but the backlight of the cluster doesn't appear to work either.

The lines on the mileage, yes this is because the CCRM is not connected. Issues described above is the same whether the CCRM is connected or not.

And yes the vehicle does attempt to crank over. Bringing forth the assumption that the PCM, HEC/cluster, and keys seem to be in talking order.

You run a cluster test yet? I believe you hold the trip reset down with the car off, continue holding, and turn the key on. Release the trip reset when you see the odometer display go into test mode. From there, you can basically scroll through and read cluster codes, tests, etc. The complete procedure is in the Ford service manual and probably on the internet.
