03-04 conversion project, issues with PATS(?) No fuel pump feed

Between facebook and SVTP I've done quite a bit of searches but have not pony'd up any clear guidance to my issue.

Here's what I have so far:
03 PCM, new 03 HEC/Cluster.
Keys have been programmed to the cluster and vehicle.
Using BE Tunning for the PCM modifications.
Programmed the PCM to disable PATS which was validated

Gauge cluster still blinks THEFT, the general 6 blinks then stop.
Vehicle WILL crank but wont' start.
No power is getting to the fuel pumps.
I did validate the pumps work through jumping of the Brown/Pink wire. through the FPDM.
SO its like I have a PATS issues yet we know its disabled. I'm not confident where to look next.
I have noticed as well that the gauge cluster comes on when I turn the key to start position 2, but only a few items light up on the cluster. If i attempt to depress the clutch pedal and turn the key to crank, everything on the cluster comes on.
In fact if I attempt to scan the vehicle with the tuner it doesn't recognize the HEC/Cluster until I depress the clutch pedal and attempt to crank.

I also have a matco Maximus tuner, and its not telling me much in the form of codes.

Have you tried a noid light on one of the coil pack or injector connectors to see if you’re getting the pulsed ground from the pcm?

From my understanding, if pats is tripped, your fuel pump will still prime. At least that is what happened to one of my cars. Pats was triggering but the fuel pump kept priming every time. No pulsed ground to either the coil pack or injectors. Even after loading a tune with pats disabled, the car still wouldn’t start. Ended up replacing the pcm and everything was good after that.

Maybe your ccrm is bad? Have you checked the fuel pump fuse under the hood?

I have noids, I hadn't gone that route as of yet because I figured it wouldn't make much difference if I was getting spark or energy to the injectors as the pump itself doesn't appear to be getting any communication. I could just for validation.
Yes on the fuses. All good. In fact I had just changed them all with the fuses that light up if tripped so so far nothing.
I have several CCRM's, I think one is from a 99 cobra and one is from a 04 GT. My understanding on the CCRM was they were pretty much all universal.
